She specifically cited the launch of a nuclear-capable Oreshnik ballistic missile near the Ukrainian border with Poland, a NATO ally. This move sent a clear message, especially considering the missile's advanced capabilities. The U.S. deplores the staggering number of casualties and condemns Russia's intensified attacks on energy and other infrastructure.

Ukraine called for an emergency Security Council meeting following a massive overnight Russian bombardment. This included hundreds of drones and dozens of missiles, including the powerful, new hypersonic Oreshnik missile, which Moscow has now used for only the second time.

The timing of these events is crucial. The attack occurred just days after Ukraine and its allies reported significant progress toward defending the country if a U.S.-led peace deal is struck. And this is the part most people miss... It also coincided with a new chill in relations between Moscow and Washington after Russia condemned the U.S. seizure of an oil tanker. But what does Russia say? Moscow hasn't publicly signaled any willingness to back down from its demands on Ukraine. Russia's U.N. ambassador blamed the diplomatic impasse on Ukraine. Europe's leaders condemned the attack as 'escalatory and unacceptable.' U.S. envoy Bruce echoed this sentiment, emphasizing the potential for peace, but also warning that Russia's actions risk expanding and intensifying the war. Bruce reminded Russia that nearly a year ago it voted in favor of a Security Council resolution calling for an end to the conflict in Ukraine.

However, Russia's U.N. Ambassador Vassily Nebenzia stated that until Ukrainian President Volodymyr Zelenskyy agrees to realistic conditions for negotiations, Russia will continue solving the problem by military means. He warned that the conditions for negotiations will only get worse for Zelenskyy with each passing day.

Ukraine's U.N. Ambassador Andriy Melnyk countered that Russia is more vulnerable now than at any time since the start of the full-scale invasion in February 2022. He highlighted the slowing Russian economy and decreased oil revenue. Melnyk dismissed Russia's image of strength as 'smoke and mirrors, completely detached from reality.'
